前言
2008年是“改革開放”30周年,回顧30年來我國旅游高等教育從無到有、從弱到強的發(fā)展,其過程是艱辛的,其成就也是巨大的。改革開放以來,我國旅游高等教育基本可以劃分為三個階段:第一階段是1978年至1988年的10年探索性發(fā)展期,這是我國旅游管理專業(yè)高等教育發(fā)展的起步階段。國家旅游局是該時期我國旅游高等教育的主要推動力量,在當(dāng)時聯(lián)合國內(nèi)八所高等院校開辦了最早的旅游系或者旅游專業(yè)。第二階段是1989年至1995年的7年成長性發(fā)展期,這是我國旅游管理專業(yè)高等教育發(fā)展的培育階段。該時期旅游高等教育的發(fā)展動力主要來自旅游業(yè)對人才的需要和高等院校自身發(fā)展的要求,不斷加速的旅游產(chǎn)業(yè)化進程引起了各地政府和高等院校的普遍重視,而旅游管理專業(yè)畢業(yè)生的“搶手”則進一步增強了高校開辦旅游管理專業(yè)教育的信心。第三階段是從1996年至今的規(guī)范性發(fā)展期,這是我國旅游管理專業(yè)高等教育發(fā)展的成熟階段。該時期我國旅游業(yè)國內(nèi)地位的提高和國際影響的擴大,為我國旅游高等教育體系的構(gòu)建和規(guī)范化發(fā)展提供了新的機遇和動力,一方面開辦旅游專業(yè)的高等院校有了較大幅度的增長,另一方面很多院校在課程設(shè)置、師資、教材等方面進行了規(guī)范化建設(shè)。然而,需要我們清醒認(rèn)識到的是,我國旅游高等教育在快速的發(fā)展過程中也存在一定的問題,比如在人才培養(yǎng)目標(biāo)上定位不清晰、在教學(xué)培養(yǎng)模式上理論教育與實踐教學(xué)脫節(jié)等。鑒于此,我們編寫了這套實用型的系列教材,并期望在下列幾個方面做出一些成績,為推進我國旅游高等教育的持續(xù)健康發(fā)展貢獻綿薄之力。第一,凸顯專業(yè)應(yīng)用特色。旅游管理專業(yè)是典型地應(yīng)用型專業(yè),在教學(xué)過程中理所當(dāng)然地要在各個環(huán)節(jié)有意識地體現(xiàn)出其應(yīng)用性的特點,因而在教材建設(shè)上也相應(yīng)地需要在理論闡述的同時豐富其實務(wù)內(nèi)容。為此,我們在為本叢書中的每一部教材精心遴選作者時都盡量吸納學(xué)界和業(yè)界的專家共同參與,以使教材既有所需的理論深度,又能反應(yīng)行業(yè)最新動態(tài)。在體例和版式設(shè)計上,我們也盡可能安排案例解析、補充閱讀等。

插圖:Prohibit tourists to cut trees in camping and trekking areas, to collectrare plant and animal species, and to disturb the natural behavioural patternsof wild animals. Hunting and fishing should be allowed only under carefullycontrolled conditions.In marine areas, several types of controls are necessary——operationsrelated to ship bilge cleaning and ballast dumping; use of motorized boats inenvironmentally sensitive areas; collection of live sea shells, coral andendangered sea life; spear fishing; disturbance of nesting turtles; use of boatanchors in coral-bottom bays; and mining of beach sand and coral forconstruction purposes. Boat piers should be properly designed so that they donot lead to erosion or other problems.Maintain environmental health and safety standards for the benefit ofboth tourists and residents.There may be other control measures which should be applied in particulartourism areas depending on their characteristics. With respect to visitor usecontrols, it is important to inform tourists about the controls and why theymust be applied. If tourists understand why the controls are necessary, theywill more likely abide by them.Notes:[11 the physical (natural and man-made) environment[2] Help justify and pay for conservation of important natural areas andwildlife, including marine environments, and development of national andregional parks and reserves, because these are major attractions for tourists.[3] Tourism provides the incentive to clean up environments throughcontrolling air, water, noise and visual pollution, reducing congestion andupgrading overall appearance with suitable landscaping and building design.
