作者簡介
作者:(美國)康大安(Diane S.Kaplan) 康大安(Diane S.Kaplan),是美國芝加哥馬歇爾法學院教授。她不僅以優(yōu)異的成績從加利福尼亞大學伯克利分校(the Uriversityof California at Berkeley)獲得了文學士學位,而且還從耶魯大學法學院(theYale Law School)獲得了法學博士學位。她還曾擔任耶魯法律評論(the YaleLaw Review)的編輯。在2005年至2009年間,康大安教授還多次到我國的北京和吉林等地進行授課。

版權頁: 插圖: After a bill is introduced into a chamber, it is assigned to the appropriate Standing Committee, which then assigns it to a special- ized Subcommittee. The Subcommittee studies, prepares, and drafts the bill. After drafting, the Subcommittee holds pubhc hearings at which members of the public may present opinions in favor of or a- gainst the bill. After the hearings,the Subcommittee votes on the bill. If the Subcommittee rejects the bill, it goes no further. If the Subcommittee approves the bill, the bill is returned to the Standing Committee. The Standing Committee then must approve or reject the bill. If the Standing Committee approves the bill, it will be sent to thefloor ( speaking area) of the chamber to be debated. The floor debates are open to the public. After the debate, members of that chamber will vote to approve the bill, reject the bill, send the bill back to its Sub- committee for more work, or table the bill (which means to ignore the bill and results in defeat). To be approved in the House, a bill needs to receive only a simple majority of votes. The Senate approval procedure is somewhat more complicated. Before voting on a bill, the Senate must first vote for cloture -to end the debate. Under Sen- ate rules, 60 Senators must vote for cloture. Once cloture is ob- tained, approval of the bill requires only a simple majority vote. If the bill is approved, it is signed by the leader of that chamber, either the Speaker of the House or the President Pro Tempore. Bills that do not receive approval can be reintroduced in the future. Once a bill goes through the legislative process in one chamber, it is sent to the other chamber to undergo the same process. If the bill is altered in the second chamber,it will be sent to a Conference Committee for reconciliation.
