The end came swifter than expected. And there remains thedaunting task of reconstructing Afghanistans warravaged economy.The challenge goes far beyond that landlocked nationsmountainous borders. Many of Afghanistansimmediate neighbors, as well as much of Africa andseveral economies once part of the former SovietUnion, are also trapped in grinding poverty andplagued with high levels of infant mortality, littleeducation, oppressed women, and rampant disease andmalnutrition. Such countries are breeding grounds forterrorism and civil war, as well as the tragedy of childwarriors. Economic development will not only improveliving standards but it will also lessen for futuregenerations the lure of suicide missions, car bombings,and other acts of terror.ELUSIVE ELIXIR. Figuring out how to transform poorcountries into rich economies is tough. The trackrecord of economic advisers over the past half-centuryisnt heartening. The search for growths elixir hasranged from foreign aid to investment in machinery,from improving education to limiting populationgrowth, from granting loans in return for reform to debtrelief conditional on reform. None of these policyprescriptions have had the hoped-for irffpact.
