第二屆黃河國(guó)際論壇論文集

內(nèi)容概要

黃河國(guó)際論壇是水利界從事流域管理、水利工程研究與管理工作的科學(xué)工作者的盛會(huì)，為他們提供了交流和探索流域管理和水科學(xué)的良好機(jī)會(huì)。2003年10月21日，黃河水利委員會(huì)在中國(guó)鄭州成功地舉辦了首屆黃河國(guó)際論壇。會(huì)議共有32個(gè)國(guó)家和地區(qū)的350多位專家學(xué)者出席，收到論文258篇，出版了五冊(cè)論文集。與會(huì)領(lǐng)導(dǎo)、專家、學(xué)者圍繞著“21世紀(jì)流域現(xiàn)代化管理模式與管理經(jīng)驗(yàn)、流域管理現(xiàn)代技術(shù)應(yīng)用”的中心議題，進(jìn)行了廣泛的交流與對(duì)話，交流發(fā)表了許多具有創(chuàng)新價(jià)值的學(xué)術(shù)觀點(diǎn)和先進(jìn)經(jīng)驗(yàn)，并確定了第二屆黃河國(guó)際論壇的中心議題，對(duì)流域管理工作起到了積極的推動(dòng)作用。    自2002年第10月第一屆黃河國(guó)際論壇會(huì)議結(jié)束后，論壇秘書處即開(kāi)始了第二屆黃河國(guó)際論壇的籌備工作。自第一號(hào)會(huì)議通知發(fā)出后，大約收到了來(lái)自52個(gè)國(guó)家和地區(qū)的700多位決策者、專家、學(xué)者的論文350多篇。總共有280篇論文在本次會(huì)議的49個(gè)分會(huì)場(chǎng)和6個(gè)大會(huì)會(huì)場(chǎng)上作報(bào)告。選出的論文，根據(jù)其內(nèi)容，全部編入如下五冊(cè)論文集中：    第一冊(cè)：包括55篇專題A和專題B的論文；    第二冊(cè)：包括58篇專題B的論文；    第三冊(cè)：包括56篇專題B和專題C的論文；    第四冊(cè)：包括53篇專題C和專題D的論文；    第五冊(cè)：包括58篇專題D、專題E和專題F的論文。    在12個(gè)相關(guān)專題會(huì)議（As-Ls）宣讀的論文，根據(jù)其相關(guān)內(nèi)容，也分別編入以上五冊(cè)論文集中。
