當(dāng)前,我國海關(guān)工作面臨著21世紀(jì)復(fù)雜多變的國際經(jīng)濟(jì)氣候和社會環(huán)境:貿(mào)易不斷走向全球化,經(jīng)濟(jì)節(jié)奏不斷加快,國際恐怖主義勢力日益猖獗,全球性的疾病傳播和環(huán)境。破壞日益威脅著人們的生存。如何最大程度地實(shí)現(xiàn)貿(mào)易便利化,同時(shí)又能對貿(mào)易活動實(shí)施高效的監(jiān)管,以保護(hù)我國的經(jīng)濟(jì)利益和社會安全,是我國海關(guān)工作面臨的一個(gè)十分嚴(yán)峻的問題。為了應(yīng)對這一挑戰(zhàn),海關(guān)總署制定了“兩步走”的發(fā)展戰(zhàn)略,積極開展國際交流,學(xué)習(xí)借鑒其他國家的現(xiàn)代海關(guān)制度,努力實(shí)現(xiàn)我國海關(guān)制度的現(xiàn)代化。    英語,作為一種主要的國際交流工具,一直在海關(guān)涉外事務(wù)中扮演著非常重要的角色,而隨著我國成功加入世界貿(mào)易組織,海關(guān)所執(zhí)行的各項(xiàng)法律法規(guī)和貿(mào)易政策已在多方面與國際接軌。掌握海關(guān)英語,因此成為從事海關(guān)工作人士不可或缺的素質(zhì)。上海海關(guān)學(xué)院,作為我國海關(guān)人才培養(yǎng)的重要基地,一直以來都把海關(guān)英語作為外語系重點(diǎn)建設(shè)的特色課程。同時(shí),海關(guān)英語也是海關(guān)專業(yè)學(xué)生必修的基礎(chǔ)課程之一。       海關(guān)英語屬于特殊用途英語(English for Specific Purposes)范疇,應(yīng)用于海關(guān)各項(xiàng)業(yè)務(wù)中,具有鮮明的海關(guān)特色。由于海關(guān)業(yè)務(wù)涉及商務(wù)、貨代和法規(guī)等諸多方面,因此,海關(guān)英語同時(shí)也涵蓋了部分商務(wù)英語、貨代英語和法律英語。本教材的編寫正是以海關(guān)英語的特殊性為出發(fā)點(diǎn),以培養(yǎng)讀者對海關(guān)英語的應(yīng)用能力為目的,強(qiáng)調(diào)遵循語言學(xué)習(xí)規(guī)律和認(rèn)知規(guī)律,融合傳統(tǒng)語法翻譯教學(xué)法、交際教學(xué)法和探究性學(xué)習(xí)教學(xué)法,既注重語法基礎(chǔ),也重視語言實(shí)際應(yīng)用能力,盡量讓讀者在海關(guān)相關(guān)業(yè)務(wù)的模擬語境中學(xué)習(xí)掌握海關(guān)英語。        本教材以海關(guān)英語篇章閱讀為基礎(chǔ),并配以大量的語言輸出練習(xí),以鍛煉讀者的口頭和書面表達(dá)能力,使讀者能順利閱讀并正確理解海關(guān)文章與文件,實(shí)現(xiàn)在海關(guān)領(lǐng)域的涉外溝通和交流。

  1. The prime responsibility for corruption prevention must rest with the head of Customs and the executive management team. The need for high levels of integrity must be stressed and commitment to the fight against corruption maintained over the long term. Customs managers and super visors should adopt a strong leadership role and accept an appropriate level of responsibility and account-ability for maintaining high levels of integrity in all aspects of Customs work.  2. Customs clients are entitled to expect a high degree of certainty and predictability in their dealings with Customs. Customs laws,regulations,procedures and administrative guidelines should bema de public,be easily accessible and applied in a uniform and consistent manner. The basis upon which discretionary powers can be exercised should be clearly defined. Appeal and administrative review mechanisms should be established to provide a mechanism for clients to challenge or seek review of Customs decisions.  3. Corruption typically occurs in situations where outdated and inefficient practices are employed and where clients have an incentive to attempt to avoid slow or burdensome procedures by offering bribes and paying facilitation fees. Customs administrations should reform and modernize their systems and procedures to eliminate any perceived advantages which might be obtained through circumventing official requirements. The Revised Kyoto Convention provides a sound reference point for such initiatives.  4. Corruption is most likely to occur in organizations where morale or esprit de corps is low and where Customs personnel do not have pride in the reputation of their administration. Customs employees are more likely to act with integrity when morale is high,where human resource management practices are fair and where there are reasonable opportunities for career development and progression.
