　　2004年，世界銀行公布的我國(guó)基尼系數(shù)為0. 465，大大超過了警戒線。據(jù)聯(lián)合國(guó)開發(fā)計(jì)劃署《2005年中國(guó)人類發(fā)展報(bào)告》提供的資料，我國(guó)財(cái)產(chǎn)最多的20%的人口擁有59%的財(cái)產(chǎn)，而財(cái)產(chǎn)最少的20%的人口只擁有不足3%的財(cái)產(chǎn)?！　∮蓢?guó)家發(fā)改委、國(guó)家統(tǒng)計(jì)局和中國(guó)社科院等單位的專家共同編寫的《中國(guó)居民收入分配年度報(bào)告（2004）》指出：“最高收入10%的富裕家庭其財(cái)產(chǎn)”總額占全部居民財(cái)產(chǎn)的45qo，而最低收入10%的家庭相應(yīng)比例僅為1.4％?！　?005年十六屆五中全會(huì)“完善按勞分配為主體、多種分配方式并存的分配制度，堅(jiān)持各種生產(chǎn)要素按貢獻(xiàn)參與分配，更加注重社會(huì)公平，加大調(diào)節(jié)收入分配的力度，努力緩解地區(qū)之間和部分社會(huì)成員收入分配差距擴(kuò)大的趨勢(shì)?！薄　?006年1月1日起廢止了《中華人民共和國(guó)農(nóng)業(yè)稅條例》，這在一定程度上減輕了農(nóng)民的負(fù)擔(dān)，但減稅不會(huì)使農(nóng)民從根本上致富，因?yàn)樗麄兠媾R著龐大的生產(chǎn)、生活支出。高昂的教育醫(yī)療費(fèi)用隨時(shí)都成為家庭返貧的不安定因素，國(guó)家政策沒有將他們納入社會(huì)保障體系，而城鎮(zhèn)社會(huì)保障體系相對(duì)完善，這些無形中拉大了城鄉(xiāng)收入差距。在初次分配過程中城鄉(xiāng)之間的差距已經(jīng)很明顯，在由政府主持的再分配中，醫(yī)療、教育、社會(huì)保障等方面又向城鎮(zhèn)傾斜，結(jié)果使貧富差距不斷惡化。2006年我國(guó)基尼系數(shù)繼續(xù)攀升到了0. 496。不斷拉大的基尼系數(shù)反映了城鄉(xiāng)居民收入分配格局的非合理化走向。我國(guó)收入最低的20%的人群只擁有4.66%的收入份額，收入最低的40%的人群也只擁有13. 6%的收入份額。按照亞洲開發(fā)銀行2007年的一項(xiàng)研究，收入最高的20%人口的平均收入與收入最低的20%人口的平均收入的比率，中國(guó)是11. 37倍，遠(yuǎn)遠(yuǎn)高于印度以及印度尼西亞的5.52倍和菲律賓的9.11倍。另據(jù)2006年世界銀行發(fā)展報(bào)告稱，中國(guó)的財(cái)富集中度全世界第一，成為兩極分化最嚴(yán)重的國(guó)家。　　中國(guó)基尼系數(shù)跨越國(guó)際警戒線，貧富差距日益拉大，勞動(dòng)者之間分配不公，農(nóng)民工收入過低，農(nóng)村存在大量的貧困人口，城市也有一些貧民，全民社保體系極不完善，全體公民未能公平分享經(jīng)濟(jì)改革與發(fā)展成果，收入分配問題成為中國(guó)經(jīng)濟(jì)生活中最重要的社會(huì)議題。2006年3月14日十屆全國(guó)人大四次會(huì)議提出，要調(diào)整收入分配關(guān)系，規(guī)范收入分配秩序，增加中低收入者的收入。改革公務(wù)員工資制度，在清理規(guī)范津貼、補(bǔ)貼的基礎(chǔ)上，建立國(guó)家統(tǒng)一的職務(wù)與級(jí)別相結(jié)合的工資制度和工資增長(zhǎng)機(jī)制，完善艱苦邊遠(yuǎn)地區(qū)津貼制度。2006年5月26日，中央政治局會(huì)議研究深化收入分配體制改革，規(guī)范分配秩序問題?！　　?/pre>
