前言

  Transportatlon IS centralto development——without physical access to iobs,health-education and other amenities,quality of life suffers;without physical access to resourCesand markets’growth stagnates and poverty reduction cannot be sustained.However.in-appropriately designed transport strategies and programs can result in netW0rks and serv-ices that aggravate the conditions of the poor,harm the environment,ignore the changingneeds of users and exceed the capacity of public finances. Studies by the World Bank(1996)show that transport generates growth by faCilitatingtradeboth nationally and internationallyand by increasing access to heaIth and education facih-ties as well as local and national amenities.At the macroeconomic level’cross-countrv studieshave confirmed that Investment in transport raises growth by increasing the socia!return to pri-rate investment without“crowding out”other productive investmentand that inadequate trms-port intrastructure IS an important constraint on aggregate agricultural productivity.At the mi-croecononc level,transport improvements directly lower agricultura!input prices and hence pro-duction costs,Increase access to markets and hence diversification of outputs。and indirectly facili-tate the development of the non-agricultural rural economy. In urban areas.the quality of b.80s-portaUon infrastructure and public transport service affects the location decisions made by firms andindividuals,the scale and form of urban agglomerations,the efficiency of the kbor markct a山thecosts at wldch labor is obtained.
