前言

  《研究生英語(yǔ)聽說教程》(以下簡(jiǎn)稱《聽說教程》)為“高等學(xué)校研究生英語(yǔ)提高系列教材”之一,依據(jù)《非英語(yǔ)專業(yè)研究生英語(yǔ)教學(xué)大綱》的要求和研究生英語(yǔ)教學(xué)特點(diǎn)進(jìn)行設(shè)計(jì)和編寫,旨在通過聽、說、讀相結(jié)合的教學(xué)實(shí)踐,培養(yǎng)學(xué)習(xí)者運(yùn)用英語(yǔ)準(zhǔn)確而流利地進(jìn)行交流的能力?!堵犝f教程》包含上、下兩冊(cè),內(nèi)容難度和學(xué)習(xí)重點(diǎn)有所不同,可用于研究生階段兩個(gè)學(xué)期的英語(yǔ)教學(xué),也可由教師根據(jù)學(xué)生的實(shí)際水平選擇使用?! 堵犝f教程》每?jī)?cè)12單元,每單元的聽說活動(dòng)圍繞一個(gè)特定主題展開。這樣設(shè)計(jì)有助于增強(qiáng)學(xué)生在語(yǔ)篇層次上的聽說能力,提高他們對(duì)所聽材料的分析判斷和歸納總結(jié)能力,以及用英語(yǔ)就一般性話題和專業(yè)話題表達(dá)觀點(diǎn)的能力?!堵犝f教程》遵循“聽說結(jié)合,以聽促說”的原則,保證教學(xué)過程中語(yǔ)言輸人豐富準(zhǔn)確,輸出活動(dòng)形式多樣,有效提高學(xué)生的語(yǔ)言表達(dá)與溝通能力。本教程的課堂教學(xué)活動(dòng)經(jīng)過精心設(shè)計(jì),使“說”的活動(dòng)不再是點(diǎn)綴,而是訓(xùn)練重點(diǎn)和教學(xué)目的所在。  在聽的方面,《聽說教程》除提供由外籍專家錄制的純正、地道的聽力素材外,還提供原聲錄音素材,使學(xué)生多接觸真實(shí)環(huán)境下的英語(yǔ)。在說的方面,教材不僅設(shè)計(jì)了以任務(wù)為中心、生動(dòng)有趣的口語(yǔ)練習(xí)活動(dòng),還對(duì)“說什么”和“如何說”進(jìn)行提示,突出了真實(shí)環(huán)境下的交際策略(communicative strategies)。此外,本教程還在教師用書中提供了聽說活動(dòng)的文化背景知識(shí)、詳盡的教學(xué)建議和步驟,以及一些備用的課堂口語(yǔ)活動(dòng)和討論話題,這不僅方便了教師的教學(xué),而且能夠滿足不同程度學(xué)生的需求,使盡可能多的學(xué)生參與到口語(yǔ)活動(dòng)中?! 堵犝f教程》整體結(jié)構(gòu)及難度的確定基于廣泛而深入的調(diào)研,部分單元已在教學(xué)實(shí)踐中試用。在編寫時(shí),編者在詞匯量、聽力難度、口語(yǔ)練習(xí)等方面充分考慮了與大學(xué)本科階段聽說教材的銜接。因此,本書亦可作為本科高年級(jí)學(xué)生提高英語(yǔ)聽說能力的輔助教材。

  As it is known to all of us, the rich-and-poor gap is widening up in society and richcountries become richer and poor countries become poorer. So we should help reduce povertylevels by redistributing the limited basic needs or the material wealth. Only in this way, canwe narrow the gap between the rich and poor, reduce crimes in our communities, give hopeto those with disability or disease, give money to those who lost their jobs, improve healthconditions for all people, thus making our society a peaceful and harmonious one.  In this view, government is responsible for organizing the redistribution of the goodsnecessary to satisfy all society members basic needs or of the money to purchase thesegoods--hence, the social welfare system. In my opinion, the satisfaction of basic needs isof greater moral importance than an individuals right to spend earnings as he or she freelychooses. The issue is not merely a clashing of societal rights but a matter of life and death,malnutrition and nourishment, disease and health, ignorance and education. Social welfare inessence symbolizes the progress and virtues of social civilization.Argument against social welfare:  I argue against social welfare not because I dont want to contribute to this cause, butbecause Im afraid that I cannot contribute enough. Even though I gave all I might possess, thepoor would still remain poor and live a disgraceful life. Everyone knows that the fund fromthe welfare system is never enough and everyone is dissatisfied with it.  I have to admit that welfare is a good idea and it can be good. It enables people who arein difficulty to get on their feet again. However, many people abuse the welfare system. Forexample, some single mothers in the UK simply choose to have more children so that theycan continue to receive welfare money without having to work for a longer period of time.Some laid-off workers will totally rely on welfare and never attempt to look for jobs. Thatswhy some people in the US say that welfare system actually makes poverty more attractive--perhaps even to those who would otherwise have been motivated to work and supportthemselves. Therefore, welfare not only provides them with food and shelter, but also makesthem lazy. This is called the "Fat Cat" syndrome. When people are too well fed, and not"hungry", they will not struggle and try to improve their lot.  What is more important is that welfare system increases high taxes for all people and puta heavy burden on the country as a whole, thus reducing the countrys labor productivity andmaking people less competitive and less innovative. Moreover, welfare system also places anunfair burden on the workers who must pay for the system. So why should working taxpayersbe forced to take fiscal responsibility for those who do not take responsibility for themselves?  So in my opinion, the welfare system will slow down the process of social and economicdevelopment. Welfare is doing more harm than good in the long run.
