前言
當(dāng)今世界,新軍事變革的浪潮洶涌澎湃。這是隨著人類社會由工業(yè)時(shí)代走向信息時(shí)代,在軍事領(lǐng)域中所引發(fā)的一場劃時(shí)代的革命,其規(guī)模之大、內(nèi)涵之新、力度之強(qiáng)、影響之深,是歷史上任何一次軍事變革都無法比擬的。國際上的經(jīng)濟(jì)全球化和政治多極化,使世界戰(zhàn)略格局處于重大的調(diào)整與力量重組之中。積極迎接世界新軍事變革的挑戰(zhàn),努力推進(jìn)中國特色軍事變革的步伐,是建設(shè)一支革命化、知識化、現(xiàn)代化軍隊(duì)的根本要求,是當(dāng)代中國軍人的崇高歷史責(zé)任?! 〗瓭擅裰飨羁讨赋觯河有碌能娛掳l(fā)展的挑戰(zhàn),關(guān)鍵在人才。在新的軍事變革中,高技術(shù)武器裝備的廣泛應(yīng)用并沒有改變?nèi)嗽趹?zhàn)爭中的地位與作用,相反,它對軍人的綜合素質(zhì),特別是文化素養(yǎng)、智力水平和科技素質(zhì),提出了更高的要求。為此,世界各發(fā)達(dá)國家都十分重視優(yōu)化官兵的知識結(jié)構(gòu),提高官兵的綜合素質(zhì),以更好地適應(yīng)未來戰(zhàn)爭的需要。這一客觀背景,迫切要求我們緊扣時(shí)代的脈搏,加大我軍軍事教育改革的力度,大力培養(yǎng)和造就高素質(zhì)的新型軍事人才,推進(jìn)軍隊(duì)和國防現(xiàn)代化建設(shè)的發(fā)展?! 「母镩_放以來,我國在世界上的影響力不斷增大。我們的國防與軍隊(duì)建設(shè),必須適應(yīng)時(shí)代的變遷,加快走向世界的步伐。學(xué)習(xí)外語,學(xué)好外語,是借助語言之橋梁,汲取世界先進(jìn)文化營養(yǎng),跟蹤世界新軍事變革前沿動(dòng)態(tài),借鑒別國特別是軍事強(qiáng)國軍隊(duì)建設(shè)經(jīng)驗(yàn)的一條重要途徑。它對于我們開拓視野、增長見識、啟迪思維、激發(fā)創(chuàng)新,全面提高我軍官兵的綜合素質(zhì),有著不可替代的作用?! ≡谛聲r(shí)期軍隊(duì)建設(shè)方針的指引下,我軍院校教育中的外語教學(xué)在過去的二十多年里取得了長足的進(jìn)步,結(jié)出了豐碩的果實(shí)。外語尤其是英語作為我們面向世界的一種交流工具,不僅在日常的對外交往中得到廣泛應(yīng)用,而且在社會、科技、軍事、外交等專門領(lǐng)域的國際交流中也發(fā)揮著重要作用。外語的通用性與專業(yè)性這一客觀性質(zhì)與特點(diǎn),要求我們面對世界軍事知識海洋和信息洪流,在我軍院校的外語教學(xué)中,堅(jiān)定不移地走改革創(chuàng)新之路,在堅(jiān)持掌握語言基礎(chǔ)知識、提高外語應(yīng)用能力的同時(shí),更好地將外語教學(xué)與軍事知識的學(xué)習(xí)有機(jī)地結(jié)合在一起,使我們培養(yǎng)的軍事人才在思維層次上,能夠更具開放性、國際性和戰(zhàn)略性;在外語知識與能力上,能夠通專并蓄,體現(xiàn)鮮明的軍事特色;在素質(zhì)結(jié)構(gòu)上,能夠更加貼近部隊(duì)建設(shè)的實(shí)際需要,適應(yīng)中國特色軍事變革的時(shí)代要求。 “軍事英語”集外語學(xué)習(xí)和軍事知識為一體,通過英語這一重要的國際化語言載體,學(xué)習(xí)軍事思想、軍事科技、軍事裝備、軍事訓(xùn)練等專門知識與信息,培養(yǎng)借助英語滿足我軍對外借鑒、學(xué)習(xí)、宣傳、交流等實(shí)際需要的能力,是我軍新時(shí)期軍事教育的一個(gè)重要組成部分。然而,由于軍事專業(yè)英語教學(xué)起步較晚,軍事領(lǐng)域所涉專業(yè)門類眾多,現(xiàn)代軍事思想日新月異,軍事科技突飛猛進(jìn),至今尚無一套選材新、覆蓋面廣的軍事英語系列教材。在總參軍訓(xùn)部的指導(dǎo)下,由解放軍理工大學(xué)、解放軍國際關(guān)系學(xué)院、解放軍外國語學(xué)院等院校編寫的《新軍事英語》系列教程,填補(bǔ)了軍隊(duì)院校外語教學(xué)上的這一空白,滿足了當(dāng)前軍事英語教學(xué)的迫切需要。這對于貫徹落實(shí)新時(shí)期軍隊(duì)院校教學(xué)改革的精神,促進(jìn)院校和部隊(duì)人才培養(yǎng)質(zhì)量的提高,無疑是一件十分有意義的工作?! ∈菫樾?。

In order to prepare a session, the scenario manager defines the initial situation and the courseof the session. The EBF supports the scenario manager by providing tools to plan a sessionand to change the situation during the simulated battle. Session preparation consists of selecting thebattlefield environment and setting up environment parameters such as the simulated time of day,course of time and weather conditions; preparing and setting up weapons systems, units and forma-tions; determining which weapons systems and units will be controlled by which (manned or un-manned) simulators; and preparing and storing the objectives, evaluation criteria and material forbriefing and debriefing. Management During the course of a session the scenario manager is supported in three different tasks:Firstly, directing the session, i. e., starting, pausing, recording, fast forward and reverse orgoing back in time to repeat certain parts of the simulation. Secondly, changing the environmentvariables and participating units or weapons systems: the weather conditions can be changed, ob-stacles can be put in position, and units can be moved or assigned a new task or mute. Finally,monitoring and on-line analysis7 are conducted. Radio communication with manned simulators issupported and presentation means are available for monitoring. Analysis The aim of the EBF is to serve as8 a facility for, amongst others, obtaining statements concerningthe suitability of systems and tactics, training concepts, limiting values, validity, etc. In addition toany analyses carried out on-line, further (off-line) analysis of the simulations executed is crucial.
