前言
在歷史跨入新世紀(jì)的今天,經(jīng)濟(jì)全球化進(jìn)程日益加速,其影響已深入到全社會(huì)各個(gè)方面。作為世界性語(yǔ)言的英語(yǔ)已成為國(guó)際間溝通、交流必不可少的工具。隨著我國(guó)經(jīng)濟(jì)的快速持續(xù)發(fā)展,綜合國(guó)力不斷增強(qiáng),我國(guó)各領(lǐng)域各個(gè)層面涉外活動(dòng)曰益頻繁。在這種形勢(shì)下,全國(guó)范圍內(nèi)的“外語(yǔ)熱”便悄然興起。尤其是英語(yǔ)教育,如今已受到舉國(guó)上下從未有過(guò)的重視。對(duì)于廣大青年學(xué)生來(lái)說(shuō),這無(wú)疑是絕好的客觀環(huán)境。通過(guò)良好的學(xué)校教育,近二十年來(lái),已經(jīng)涌現(xiàn)了一批又一批學(xué)有成就的優(yōu)秀外語(yǔ)人才。不過(guò),就在學(xué)青年而論,在英語(yǔ)學(xué)習(xí)過(guò)程中,長(zhǎng)期存在這樣或那樣困難,或?qū)W習(xí)上事倍功半的問(wèn)題卻不在少數(shù)。例如,不少勤奮青年廢寢忘食地死記硬背大量單詞釋義,過(guò)于迷信商業(yè)運(yùn)作介入后的某些所謂的英語(yǔ)速成法,造成了不少學(xué)習(xí)上的誤區(qū),以致不少學(xué)生誤以為只要精讀課本,熟記大量生詞,不斷擴(kuò)大詞匯量,便可精通英語(yǔ),運(yùn)用自如。殊不知,忽視英語(yǔ)泛讀,不保持精讀、泛讀的適當(dāng)比例并持之以恒,英語(yǔ)學(xué)習(xí)效果必然大打折扣。其實(shí),歷來(lái)英語(yǔ)教學(xué)大綱均有明確規(guī)定:中學(xué)英語(yǔ)教學(xué)目的是對(duì)學(xué)生進(jìn)行聽(tīng)說(shuō)讀寫(xiě)的綜合訓(xùn)練,培養(yǎng)他們?cè)诳陬^上和書(shū)面文字上運(yùn)用英語(yǔ)的基本能力,其中十分側(cè)重培養(yǎng)閱讀能力?,F(xiàn)行大綱也著重指出,提高學(xué)生英語(yǔ)閱讀能力,單純通過(guò)課文教學(xué)是不易達(dá)到的,必須指導(dǎo)學(xué)生在課外閱讀相當(dāng)數(shù)量的原文讀物,而絕不是突擊記憶大量單詞能夠畢其功于一役的。這充分表明,英語(yǔ)精讀與泛讀是相輔相成、不可偏廢的,而且要保持適當(dāng)?shù)拈喿x量比例,并持之以恒。

Passion for the Internet in computer-zealous Singapore is posing amounting problem of addiction, with the most avid users ignoring studiesor work, scrimping on sleep and opting for the lures of cyberspaeeinstead of family and friends. Psychiatrists say they are seeing more cases of youths showing behavioral problems from obsessive net surfing, pornographic binges and relay chats, but many parents are unaware of excessive usage until the arrival of whopping telephone bills. Singapore is the Asia-Pacifics most wired economy with 47.4 per cent of households connected to the internet, according to Netvalue, a U. Sbased Internet measurement firm. Users in the city-state also top the region in using chat rooms. With the Internet offering a wide variety of content and the government encouraging its greater use as a key tool for a “knowledge-based”society, experts acknowledge the pitfalls of addiction are not immediately obvious to users or parents. Many automatically assume long stretches at the computer are related to homework in the highly-competitive educational system. Surveys reveal the bulk of parents are most concerned about their children accessing pornographic or hate material, followed by fears their offspring will reveal personal information online. A famous psychiatrist at the Institute of Mental Health (IMH) noted that Internet addiction is significantly under-reported, particularly by the young. him, these people tend to be more resilient and can stay up all nightand still function the next day. Professionals or addicts with familiescan see the effects clearly because it affects their work or family life.Educators warn those who surf sex sites obsessively risk losing touchwith reality. As a result, their performance at school or at workdeteriorates. For those who wonder if they are at the addiction stage, the IMHsays a user is likely hooked if others complain about the amount of timespent online. Doctors at private hospitals also report seeing more youngpatients over the last three years for conditions resulting from obsessivesurfing behavior, access to pornography and meeting the wrong people.A study by a European research firm found that 33 per cent of 783, 000active Internet users in Singapore visit adult sites, with those between15 and 24 years Of age constituting gl per cent of the total. Cyber authorities even in tightly regulated Singapore acknowledgeit is not possible for them to totally shield the young from offensivematerial and stress the need for family guidance instead. Parents areencouraged to become better trained in computer usage and use the toolsand services to help them manage their childrens use. But strictparental control can backfire by leading to resentment, said Lionel Lim,a psychiatrist who advocates teaching young people the right values fromthe start so they can exercise their own discretion. Groups from theU.S. and U. K. have conducted online safety training and awarenessprogrammes for parents, underscoring the need for internationalcooperation.The success of treatment for Internet addiction depends heavily onindividual motivation, psychiatrists maintain, noting the behavior isoften a symptom and the root cause needs identifying. cutting access to pornographic sites and chat rooms and even totalabstinence for a period are options. But acknowledging the addiction isthe first step.
