前言
我省的組織人事工作要為實現(xiàn)江澤民總書記提出的“增創(chuàng)新優(yōu)勢,更上一層樓”的總體思路和戰(zhàn)略目標服務,要為實現(xiàn)省委、省政府的決策,加快社會主義現(xiàn)代化建設(shè)作出新貢獻。這就迫切需要建設(shè)一支適應現(xiàn)代化建設(shè)和未來發(fā)展需要的高素質(zhì)的干部隊伍。而干部素質(zhì)的提高,一個非常主要的方面是加強學習培訓,使干部掌握各方面有用的知識和技能。省委組織部和省人事廳在全省組織開展干部外語培訓,是我省人力資源開發(fā)的重要環(huán)節(jié),是實施“科教興粵”、“外向帶動”和“可持續(xù)發(fā)展”戰(zhàn)略的關(guān)鍵措施,應該精心組織,認真落實,確保質(zhì)量。改革開放以來,我省堅持對外開放、引進先進技術(shù)和管理經(jīng)驗,發(fā)展外向型經(jīng)濟,不僅使整體經(jīng)濟登上新臺階,而且使人們?nèi)找嬲J識到學好外語的重要性和緊迫性。普及和提高外語教育,是擴大對外開放,加強國際交流與合作的需要,是全球經(jīng)濟一體化趨勢的必然要求,我們只有熟練地掌握外語,才能快速獲取更多、更新、更尖端的知識,才能更快地了解國際經(jīng)濟、科技發(fā)展的新趨勢,準確地掌握參與國際競爭的規(guī)程、方法。

插圖:I didn't get a buzz, because I didn't inhale, but just the fact I was actually smoking made me think I was cool. But my friend Donna didn't think so. She just looked at me like I was the stupidest thing on earth, which I probably was, because ! still smoke to this day.I've tried to quit, but it's very hard since most of my friends smoke too, When I started smoking regularly at the beginning of sixth grade, not that many students smoked; by the end of the year, a lot were smoking, It was pretty bad. Some kids' grades went down, including mine, from skipping classes to get nicotine into their systems. Now, in ninth grade, I'm still smoking.My parents often ask, "Where do you buy cigarettes?" I buy them anywhere. Hardly any one ever asks me for ID. Maybe I look 18, maybe I just put another $2.50 in the cash register. The Safeway down the street won't sell me cigarettes. Last time I went there, I stole four packs, got caught, and had to write an essay on why stealing is wrong.About five months after I started cigarettes, I began smoking marijuana. There's no doubt in my mind that cigarettes are a gateway to drug. Almost everyone I know started smoking before doing drugs. That has to tell you something.
