The specification of domestic need can be illustrated in the social domain in the context of the dramatic rise in the number of speakers of a LOTE (Language Other Than English) that has taken place over the past three decades. The more than forty-five million residents in this country who speak a LOTE at home24 affect almost every aspect of US society, impinging in particular on the medical, educational,judicial, and social service systems.25 To the degree that these systems are subsidized by the Federal government, they are subject to Federal legislation embodying broad societal goals - for example, that society should be more just in its treatment of minorities. As noted above, Grin & Vaillancourt (1999) assert that the specification of social marginal value is best left as official govern-ment policy, as long as the goal is generally understood and accepted by the citizenry. ……
