Since the founding of the People's Republic of China over 50 years ago,and particularly since the country's opening up and reform period, theChinese government has been stressing the development of SHP, small hydropowera clean, renewable energy which plays a significant role in supplying energy for both rural production and daily life, poverty alleviation, environmental improvement, promotion of the local economy and social progress.In the past 20 years, the attention given to hydropower and rural electrification by the world community has also been increasing. A number of international conferenees, including the World Summit on Sustainable Developmentheld in Johannesburg, South Africa in 2002 and the Third World Water Forumheld in Kyoto, Japan in March 2003, have appealed for more utilization of allrenewable energy sources, including hydropower. A new era of greater development for this thriving green energy has come.

插圖:4. 2 Principles and policies of rural electrificationIn order to effectively promote the development of the pilot rural electrification counties, the State Council issued a special document, which defined thepolicies that the government would adopt for electrification of the pilot ruralcounties.(1)Policies for the first batch of 100 pilot rural electrification counties. OnDecember 12, 1983, the State Council promulgated the 1983 190 Document,which clarified various questions about relevant policies and management systems.In order to help SHP develop continuously and steadily, SHP construction carried out at the county level and above shall be listed in the local capitalconstruction plan in the future, so as to ensure the supply of essential goods,materials or equipment. The investment for all SHP stations which are collectively owned or which are selfbuilt, selfmanaged and with selfconsumption bythe farmers themselves do not need to be in the State plan in order to avoiddampening their enthusiasm.Construction funds for SHP stations should mainly rely on local financing,with the central government offering support as necessary. From 1985, it is proposed to allocate 100 million Yuan every year from the power infrastructure investment budget to support some countyrun small power stations. If these stations are really profitable, a certain proportion of profit should be collected to support SHP construction in other places.
