內(nèi)容概要

　　《內(nèi)蒙古統(tǒng)計年鑒（2012）》分為兩部分。第一部分為特載，載入了自治區(qū)黨政部門重要文件和2011年國民經(jīng)濟和社會發(fā)展統(tǒng)計公報。第二部分為統(tǒng)計資料，分為24個細目。即：1.行政區(qū)劃禾口自然資源；2.綜合；3.國民經(jīng)濟核算；4.人口；5.就業(yè)人員和職工工資；6.固定資產(chǎn)投資；7.能源生產(chǎn)和消費；8.財政；9.物價指數(shù)；10.人民生活；11.城市概況；12.農(nóng)業(yè)；13.工業(yè)；14.建筑業(yè)；15.運輸和郵電：16.國內(nèi)貿(mào)易；17.對外經(jīng)濟貿(mào)易；18.旅游；19.金融和保險；20.教育、科技和文化；21.體育、衛(wèi)生、社會福利、環(huán)境保護和其他；22.盟市資料；23.旗縣區(qū)資料；24.附錄。為了便于讀者查閱，每個細目編排了主要統(tǒng)計指標解釋。

版權頁：   插圖：   不斷優(yōu)化投資結構。加大工業(yè)和流通領域投資力度。繼續(xù)承接先進產(chǎn)業(yè)轉移，加強項目培育和儲備，抓好冶金、化工、戰(zhàn)略性新興產(chǎn)業(yè)和裝備制造業(yè)等方面的項目建設，爭取中天合創(chuàng)300萬噸二甲醚示范項目開工建設，新開工風電裝機350萬千瓦、太陽能發(fā)電30萬千瓦，力爭完成工業(yè)投資6000億元左右。加快大型批發(fā)市場、物流倉儲等項目建設，帶動第三產(chǎn)業(yè)投資較快增長。加強綜合交通網(wǎng)絡建設。加快鐵路建設步伐，開工建設重點鐵路項目16個，新開工里程1440公里。推進呼和浩特至張家口快速客運專線建設，加快烏蘭浩特至白城快速鐵路和烏蘭浩特至阿爾山鐵路改造步伐，開展呼包鄂動車組前期工作和通遼至北京鐵路局擴能改造工作，爭取完成鐵路投資330億元。繼續(xù)抓好出區(qū)高速公路通道建設，新開工高速公路里程260公里以上。加快旗縣通一級公路建設步伐，科學規(guī)劃并加快通嘎查村公路建設，全年新增700個通瀝青水泥路嘎查村，加快干線路網(wǎng)、口岸公路改造，力爭完成公路投資500億元以上。抓好民航機場建設，優(yōu)化機場布局，開工建設霍林郭勒機場和阿拉善通勤機場。加決能源輸送通道建設。新開工500千伏線路4000公里以上，爭取開工建設錫盟至南京特高壓送電通道，推進蒙西至長沙特高壓通道前期工作。完成長呼原油管道、呼包鄂成品油管道等重點工程建設任務。加強水利基礎設施建設。積極推進文得根水庫等一批重點水利樞紐工程建設，合理調(diào)整用水結構，著力解決工程性和資源性缺水問題。加強信息基礎設施建設，實施“寬帶內(nèi)蒙古”工程，在有條件的地區(qū)開展“三網(wǎng)融合”試點。繼續(xù)加大民生和社會建設領域投入，進一步完善社會保障體系，加快發(fā)展各項社會事業(yè)，力爭完成全社會投資4000億元。在項目爭取和建設過程中，要嚴把土地、環(huán)保、安全、質(zhì)量等準人關和審核關，全面加強監(jiān)管和督查，完善工程檢查、驗收機制。 努力擴大居民消費需求。鞏固擴展旅游、休閑、健身等消費，大力促進教育、文化消費。推進市場流通體系建設，優(yōu)化城市商業(yè)網(wǎng)點布局，繼續(xù)實施“萬村千鄉(xiāng)”市場工程，完善農(nóng)村牧區(qū)商貿(mào)流通網(wǎng)絡，積極穩(wěn)妥地發(fā)展電子商務。進一步優(yōu)化消費環(huán)境，全面落實促進消費的各項政策，繼續(xù)推行家電、摩托車下鄉(xiāng)和農(nóng)機具購置補貼等政策。大力整頓和規(guī)范市場秩序，嚴厲打擊侵犯知識產(chǎn)權和制售假冒偽劣商品行為，保護消費者合法權益。認真落實穩(wěn)控物價各項政策措施，切實加強市場價格監(jiān)管，堅決打擊囤積居奇、哄抬物價等違法行為，保持物價基本穩(wěn)定。 （二）加快經(jīng)濟結構優(yōu)化升級，促進發(fā)展方式轉變著力推動資源型產(chǎn)業(yè)轉型升級。適度控制煤炭生產(chǎn)總規(guī)模，如期完成煤炭企業(yè)兼并重組任務，淘汰關閉年生產(chǎn)規(guī)模45萬噸以下的礦井，探索建立產(chǎn)運銷平衡調(diào)控機制。促進煤電一體化發(fā)展，爭取啟動錫林郭勒、上海廟等重大能源基地建設。提高煤炭資源深加工水平，深入實施新型煤化工五大國家示范工程。加強稀土鋼、鋁后加工、工程塑料和甲醇延伸加工，推進鋼鐵、有色、化工等優(yōu)勢產(chǎn)業(yè)延伸升級。加大技術改造力度，加快淘汰落后產(chǎn)能。進一步提高乳、肉、絨、糧油等農(nóng)畜產(chǎn)品加工轉化能力和精深加工水平，鞏固和打造一批綠色知名品牌。
