By the end of 2010, there were 1.269 million various registered units on social services, of which 138 thousand social work institutions, 446 thousand NGOs, 682 thousand self-governing organizations at grassroots level and 3,482 administration of civil affairs at different levels. B. Building up a team of talented people on social services was constantly pushed forward. In 2010, the total number of staff and workers in registered units on social services were 11.384 million, an increase of 1.003 million, up by 9.7 percent over the previous year, of which, 2.34 mililion in social work institutions, 6.182 million in NGOs, 2.773 million in self-governing organizations at grassroots level, 88,942 in administration of civil affairs. Among those in administration of civil affairs, according to their administrative levels, 318 at central level, 3,725 at provincial level, 13,494 at prefectural level and 71,405 at county level; according to their age groups, most of them were middle-aged and young, there were 21,863 aged at or below 35 years old, accoUnting for 24.6 percent of the total, up by 0.4 percent over the previous year, 34,237 aged from 36 to 45 years old, accounting for 38.5 percent, down by 0.7 percent over the previous year, 26,610 aged from 46 to 55 years old, accounting for 29.9 percent, down by 0.1 percent over the previous year; 6,232 aged at or above 56 years old, accounting for 7.0 percent or down by 0.4 percent over the previous year. Grouped by education background, 33,202 held with university or above degrees, accounting for 47.3 percent, 11.2 percent higher than that in the previous year; 36,990 with associate degrees, accounting for 52.7 percent, 11.2 percent lower than that in the previous year. Social work professionals were incorporated into the Outline of National Medium and Long- term Program for Talent Development （2010—2020） as the sixth kind of talent. The annual national proficiency test of social workers was successfully held. In 2010, there were 70.2 thousand candidates signed up for the test, among whom 2,664 obtained professional certificates of social worker and 5,428 obtained professional certificates of assistant social worker. More social work posts were created and more private-run social work service institutions were incubated. There were over 45 thousand social work posts and 500 private-run social work service institutions across the country. Strengthening the social work professional cultivation. The pilot of construction of social work groups was continued. At present, there were 11,083 social workers and 32,687 assistant social workers. There were 10,221 social workers in the social services industry, an increase of 2,861 or 38.9 percent over the previous year. Of this total, there were 5,506 in social services institutions, and 1,416 in self-governing organizations at grassroots level, 2,057 in NGOs, and 922 in administrations of civil affairs, and 330 in other institutions. There were 25,190 assistant social workers, an increase of 1,095 over the previous year, up by 4.5 percent. of this total, there were 7,214 in social services institutions, 7,703 in self-governing organizations at grassroots level, 8,814 in NGOs, 969 in administrations of civil affairs, and 490 in other institutions.
