前言

2001年8月,教育部在《關(guān)于加強高等學校本科教學工作提高教學質(zhì)量的若干意見》中提出:“為適應經(jīng)濟全球化和科技革命的挑戰(zhàn),本科教育要創(chuàng)造條件使用英語等外語進行公共課和專業(yè)課教學。對高新技術(shù)領(lǐng)域的生物技術(shù)、信息技術(shù)等專業(yè),以及為適應我國加入WT0后需要的金融、法律等專業(yè),更要先行一步,力爭三年內(nèi)外語教學課程達到所開課程的5%~10%?!痹诖撕蟮膸啄曛?,許多高校在不同的學科領(lǐng)域都開設(shè)了雙語教學課程。由于國外的教學體制和課程設(shè)置與我國的教學體制和課程設(shè)置存在一定的差異,我國有些課程幾乎沒有原版的英文教材可以使用?!笆澜缳Q(mào)易組織概論”就屬于其中的一門課程。我們從2004年至今,一直對該門課實施雙語教學,苦于沒有原版英文教材,就直接從世貿(mào)組織的網(wǎng)站上下載“Understanding the WTO”自編成講義以供教學使用,讓學生了解到了原汁原味的世貿(mào)組織基本知識。但不足的是“Understanding the WTO”在內(nèi)容編排和結(jié)構(gòu)上離我們教學的要求還有一段距離。為了解決“世界貿(mào)易組織概論”這門課的雙語教材問題,我們總結(jié)以往教學的一些體會,對原先使用的講義,在內(nèi)容的編排和結(jié)構(gòu)上做了調(diào)整和修改,并充實了相關(guān)內(nèi)容,形成今天的這本《Essentials of the WT0》,供雙語教學使用。該教材的特點是每章開篇對整章內(nèi)容有中文提示,文中有小標題提示內(nèi)容的中心思想,章后附有注釋對難點和重點進行解釋,這樣,既適合中國老師的教學習慣,又能滿足學生的閱讀習慣,有利于雙語教學的順利開展和教學質(zhì)量的提高。由于編者的學識有限,書中難免有不足之處,請讀者不吝指教。

插圖:This first round of negotiations resulted in 45,000 tariff concessions affecting $ 10 billion of trade, about one fifth of the world's total. The 23 also agreed that they should accept some of the trade rules of the draft ITO Charter.  This, they believed, should be done swiftly and "provisionally" in order to protect the value of the tariff concessions they had negotiated. The combined package of trade rules and tariff concessions became known as the General Agreement on Tariffs and Trade. It entered into force in January 1948, while the ITO Charter was still being negotiated. The 23 became founding GATT members (officially, "contracting parties ").ITO aborted and GATT became provisionalAlthough the ITO Charter was finally agreed at a UN Conference on Trade and Employment in Havana in March 1948, ratification in some national legislatures proved impossible. The most serious opposition was in the US Congress, even though the US government had been one of the driving forces. In 1950, the United States government announced that it would not seek congressional ratification of the Havana Charter, and the/TO was effectively dead.  Even though it was provisional, the GATT remained the only multilateral instrument governing international trade from 1948 until the WTO was established in 1995.

  •   很薄的一本書,并不是完全雙語對譯的那種,而是關(guān)鍵詞句在文章結(jié)尾有注釋。難度適中,經(jīng)過了剪輯整編,比直接的外文書更和中國人的胃口。
