版權(quán)頁：插圖：This feature in Construction Standards serves as a basic standard for total construction area control and is considered an important achievement of the Construction Standards. The key of public library construction scale control is the construction area control. How should the construction area be determined according to the classification system based on the number of served population? A series of basic standards for construction area measurement and calculation in accordance with the classification system based on the number of served population should be established. After extensive research in the reality of Chinese public libraries at all levels, comparison with international practices and massive data analysis, for the first time the basic standards for public library construction area control for the next 5 to 10 years are proposed in China. For example, it is put forward that there should be 0.6 to 1.5 books in public libraries for every Chinese, 0.3 to 2 seats in public library for every 1000 Chinese (Article XX). At the same time, the following is proposed: the storage of number of books every square meter, the area every reader seat occupies and calculation indicator for area in use (Provision XX). Among the above mentioned standards, a couple of standards have separately appeared in previous governmental regulations, however, it is the first time that they are all systematically included in one governmental regulation. The formation of the standard system not only specifies the rule of determining the construction scale based on the number of served population, but also provides practical guidance and regulations for the key of public library construction scale control and construction area control. It also has significant meaning for the goal of future public library service, evaluation and development.
