前言
The year 2011 witnessed new and significant progress in China's peaceful development. We celebrated the 90th anniversary of the founding of the Communist Party of China (CPC) and the centenary of the 1911 Revolution. Navigating through various domestic and external risks and challenges, we maintained steady and fast economic growth as well as social harmony and stability, and made a good start in implementing China's 12th Five-Year Plan. Our diplomatic work also forged ahead in the past year. The profound changes in the international situation and the turbulence unleashed by an unexpected string of major events made China's external environment ever more complex. Under the correct leadership ofthe CPC Central Committee and the State Council, we made it the central goal of our diplomatic work in 2011 to serve and ensure the successful implementation of the 12th Five-Year Plan. We worked actively to confront various difficulties, advance diplomacy on all fronts, and properly responded to changes and turbulent situations - all in an effort to foster a sound international environment and enabling external conditions for building a moderately prosperous society in all respects. We earnestly handled and steadily strengthened relations with various parties, and consolidated China's favorable position in a changing world. We energetically conducted economic diplomacy, diffused external economic risks and challenges, and effectively served domestic efforts to promote steady growth and development. We firmly safeguarded national interests, upheld the lawful rights and interests of overseas Chinese nationals, and actively advanced our shared interests with all parties. We worked relentlessly to reduce tension and resolve hotspot issues, maintain world peace and promote common development, thus further burnishing China's positive international image. Under the new situation, China's diplomats have a more glorious mission, heavier responsibilities and a larger stage. We need to stay tuned to both opportunities and challenges, seize the opportunities and rise up to challenges so as to contribute more to meeting China's great goal of building a moderately prosperous society in all respects. Like its past editions, the 2012 edition of China s Foreign Affairs is rich in facts and figures. It provides a panoramic view of China's diplomacy in the past year. I hope you will find this volume informative and helpful.

State leaders in the region, such as President of Sudan, President of Mauritania, Prime Minister of Iraq, President of the Senate of Jordan, Chairman of the Executive Board of the National Transitional Council of Libya, Deputy Prime Minister of Israel, Deputy Prime Minister of Turkey, Deputy Prime Minister of Qatar, and President of the Shura Council of Saudi Arabia visited China. More than 30 foreign ministers, special envoys, and minister-level officials also visited China. In the face of drastic political changes in some regional countries, China firmly upheld the principle of non-interference in internal affairs, and showed respect and support for countries in handling their internal affairs independently as well as respect for people's aspirations for change and development. China called on the international community to take constructive measures in line with the purposes of the UN Charter and norms of international law to help calm the situation and step up economic assistance to and cooperation with relevant countries in the region. China's position received understanding and appreciation from regional countries. China's relations with Tunisia, Egypt, Libya and Yemen underwent smooth transition, its ties with other regional countries continued to develop, and its cooperation with the entire Arab world also progressed steadily. In May, the Eighth Senior Officials Meeting of the China-Arab States Cooperation Forum was held in the Qatari capital Doha. In the same month, the Second China-Gulf Cooperation Council Strategic Dialogue was convened in the UAE. In December, the Fourth Symposium on China-Arab Relations and China-Arab Civilization Dialogue under the China-Arab States Cooperation Forum was held in the UAE. These activities further consolidated the strategic cooperation between China and Arab countries and enhanced the comprehensive cooperation between the two sides in all areas. China actively tackled the negative impact caused by the changes in West Asia and North Africa on economic, trade and energy cooperation and worked hard to maintain practical cooperation with regional countries. In2011, China's two-way trade with regional countries reached US$268.919billion, an increase of 36.5% year on year. China played a constructive role in alleviating the tension in West Asia and North Africa and pushing for a settlement of regional hotspot issues. China took a just position on the Middle East issue and worked actively to promote talks for peace, and Chinese leaders engaged leaders of relevant countries on different occasions. The Chinese Special Envoy on the Middle East issue paid two visits to the region. ……
