內(nèi)容概要

中國(guó)自改革開(kāi)放以來(lái)在人類發(fā)展方面取得了非凡的成就。與此同時(shí)，中國(guó)和國(guó)際社會(huì)都已認(rèn)識(shí)到中國(guó)在解決公平問(wèn)題及有效推進(jìn)減貧工作上面臨的危險(xiǎn)及挑戰(zhàn)。    公平問(wèn)題是人類發(fā)展的核心?！吨袊?guó)人類發(fā)展報(bào)告2005》力求為現(xiàn)有的政策討論加入人類發(fā)展的視角。報(bào)告認(rèn)為中國(guó)的不公平現(xiàn)象已達(dá)到了相當(dāng)程度。這些不公平現(xiàn)象主要體現(xiàn)在城鄉(xiāng)之間，地區(qū)之間，性別之間和不同的社會(huì)群體之間。    報(bào)告認(rèn)為，為實(shí)現(xiàn)具有包容性，公平和可持續(xù)性的人類發(fā)展，中國(guó)需要在醫(yī)療衛(wèi)生、教育、性別和社會(huì)保障等人類發(fā)展層面加大投入；也有必要加強(qiáng)有關(guān)公平發(fā)展的承諾和行動(dòng)，使不同地區(qū)和民眾公平地分享發(fā)展帶來(lái)的利益。這對(duì)中國(guó)的減貧、社會(huì)進(jìn)步和實(shí)現(xiàn)千年發(fā)展目標(biāo)的努力至關(guān)重要。    這本報(bào)告是由聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署駐華代表處委托中國(guó)發(fā)展研究基金會(huì)協(xié)調(diào)完成的。
