　　公共管理是以政府為核心的公共部門(mén)運(yùn)用管理學(xué)、政治學(xué)、經(jīng)濟(jì)學(xué)、法學(xué)、社會(huì)學(xué)、系統(tǒng)科學(xué)等多學(xué)科理論與方法對(duì)國(guó)家和公共組織進(jìn)行有效治理的管理活動(dòng)。公共管理學(xué)是運(yùn)用管理學(xué)、政治學(xué)、經(jīng)濟(jì)學(xué)等多學(xué)科理論與方法研究公共組織，尤其是政府組織的管理活動(dòng)及其規(guī)律的學(xué)科體系。它是一個(gè)科際整合的交叉學(xué)科群，是以解決公共問(wèn)題為導(dǎo)向的應(yīng)用科學(xué)。
