前言

  根據(jù)全國公共管理碩士(MPA)專業(yè)學(xué)位教育指導(dǎo)委員會對MPA核心課程的要求,全國承擔(dān)公共管理碩士教育項目的大學(xué)都開設(shè)了公共管理應(yīng)用英語課程。本著公共管理碩士教育項目為政府部門和非政府公共機(jī)構(gòu)培養(yǎng)高層次、應(yīng)用型專門人才的宗旨,公共管理應(yīng)用英語的課程教學(xué)將英語語言教學(xué)和公共管理專業(yè)教學(xué)及公共管理實踐有機(jī)結(jié)合起來,著重培養(yǎng)MPA學(xué)員在英語聽、說、讀、寫、譯等方面的能力?! 「鶕?jù)公共管理碩士教育項目培養(yǎng)目標(biāo)要求,《新編MPA英語閱讀教程(第二版)》的編寫突出了以下原則:第一,根據(jù)MPA學(xué)員工作中對英語的實際需要,強(qiáng)調(diào)實用性及專業(yè)性;第二,跟蹤國內(nèi)外公共管理科學(xué)進(jìn)展,選擇當(dāng)代經(jīng)典的公共管理專業(yè)文章,按照專題編寫難易程度、篇幅長短適中的課文;第三,加強(qiáng)學(xué)員對公共管理專業(yè)常用英語詞匯的掌握及課文內(nèi)容的理解,增強(qiáng)MPA學(xué)員閱讀專業(yè)英語文獻(xiàn)的能力?! ∨c前一版相比,《新編MPA英語閱讀教程(第二版)》做了更加切合教學(xué)實際情況的修改和調(diào)整:  1.每個單元增加了對疑難句和重點術(shù)語的注釋、解析和翻譯,在教材的最后附加了所有單元課文A的參考譯文,降低了教學(xué)難度,大大方便了MPA英語閱讀課程的教與學(xué)?! ?.縮減了第一版教材篇幅,刪減了第一版第13、14、15單元以及每個單元的課文C,使該教材更加符合MPA英語閱讀課程課時量的要求?!  缎戮嶮PA英語閱讀教程(第二版)》由12個單元構(gòu)成,每個單元由圍繞一個特定主題的兩篇課文組成。課文A代表公共管理某個領(lǐng)域的研究成果或公共部門管理的經(jīng)驗,供教師和學(xué)員們課堂教學(xué)使用。課上討論圍繞一定的問題展開,旨在提高M(jìn)PA學(xué)員用英語思考和分析公共管理領(lǐng)域問題的能力。為了方便教學(xué),課文A后配有生詞和短語表、注釋(難句解析和參考譯文)。課后練習(xí)包括:重要新詞匯和短語使用、課文和課外短文閱讀理解、重點段落翻譯、理論與實踐相結(jié)合的命題作文,目的是加強(qiáng)學(xué)員對新知識的應(yīng)用能力、對課文和課外文章的閱讀理解能力、英漢翻譯能力和英語寫作能力。課文B主要反映這個領(lǐng)域或相關(guān)領(lǐng)域的觀點,語言相對簡單,供學(xué)員們課外自學(xué)使用。在全書后面配有總詞匯和短語表、課文A的參考譯文,供學(xué)員們自主學(xué)習(xí)使用。每學(xué)期18個教學(xué)周,每周2個學(xué)時(也可集中為9個教學(xué)周,每周4個學(xué)時),教師和學(xué)員們可在教學(xué)周內(nèi)完成12個單元的教學(xué),留下1周復(fù)習(xí)考試。教師們也可根據(jù)學(xué)員們的實際情況(英語基礎(chǔ)或研究興趣),選講其中的某些單元?! ”窘滩目勺鳛镸PA學(xué)員的精讀或泛讀教材,也可作為大學(xué)相關(guān)學(xué)科本科生、研究生、公共管理領(lǐng)域研究者和公共管理人員的參考讀物。

  Imagine how government would work if almost every operating decision——including the hiring and firing of individuals——were made on partisan political grounds; if many agencies spent their entire annual appropriations in the first three months of the fiscal year; if appropriations were made to agencies without anyone having formulated a spending and revenue budget for the jurisdiction as a whole; and if no agency or person in the executive branch had authority to oversee the activities of government agencies.  This state of affairs was, in fact, the norm in the United States in the nineteenth century. That it sounds so chaotic and backward to us is due to the success of early twentieth-century reformers in influencing politics and administration at the city, state, and federal levels. As a result of their influence, most Americans take for granted that administrative decisions should be made in a businesslike manner, that the executive branch should be organized hierarchically, that most agency heads should be appointed by the chief executive, that the appropriations process should begin when the chief executive submits an overall budget to the legislature, that most positions should be staffed by qualified people, that materials should be purchased from responsible vendors based on objective criteria, and that systems of fiscal control and accountability should be reliable.
