前言
根據(jù)全國(guó)公共管理碩士(MPA)專業(yè)學(xué)位教育指導(dǎo)委員會(huì)對(duì)MPA核心課程的要求,全國(guó)承擔(dān)公共管理碩士教育項(xiàng)目的大學(xué)都開(kāi)設(shè)了公共管理應(yīng)用英語(yǔ)課程。本著公共管理碩士教育項(xiàng)目為政府部門和非政府公共機(jī)構(gòu)培養(yǎng)高層次、應(yīng)用型專門人才的宗旨,公共管理應(yīng)用英語(yǔ)的課程教學(xué)將英語(yǔ)語(yǔ)言教學(xué)和公共管理專業(yè)教學(xué)及公共管理實(shí)踐有機(jī)結(jié)合起來(lái),著重培養(yǎng)MPA學(xué)員在英語(yǔ)聽(tīng)、說(shuō)、讀、寫、譯等方面的能力?! 「鶕?jù)公共管理碩士教育項(xiàng)目培養(yǎng)目標(biāo)要求,《新編MPA英語(yǔ)閱讀教程(第二版)》的編寫突出了以下原則:第一,根據(jù)MPA學(xué)員工作中對(duì)英語(yǔ)的實(shí)際需要,強(qiáng)調(diào)實(shí)用性及專業(yè)性;第二,跟蹤國(guó)內(nèi)外公共管理科學(xué)進(jìn)展,選擇當(dāng)代經(jīng)典的公共管理專業(yè)文章,按照專題編寫難易程度、篇幅長(zhǎng)短適中的課文;第三,加強(qiáng)學(xué)員對(duì)公共管理專業(yè)常用英語(yǔ)詞匯的掌握及課文內(nèi)容的理解,增強(qiáng)MPA學(xué)員閱讀專業(yè)英語(yǔ)文獻(xiàn)的能力?! ∨c前一版相比,《新編MPA英語(yǔ)閱讀教程(第二版)》做了更加切合教學(xué)實(shí)際情況的修改和調(diào)整: 1.每個(gè)單元增加了對(duì)疑難句和重點(diǎn)術(shù)語(yǔ)的注釋、解析和翻譯,在教材的最后附加了所有單元課文A的參考譯文,降低了教學(xué)難度,大大方便了MPA英語(yǔ)閱讀課程的教與學(xué)?! ?.縮減了第一版教材篇幅,刪減了第一版第13、14、15單元以及每個(gè)單元的課文C,使該教材更加符合MPA英語(yǔ)閱讀課程課時(shí)量的要求?! 缎戮嶮PA英語(yǔ)閱讀教程(第二版)》由12個(gè)單元構(gòu)成,每個(gè)單元由圍繞一個(gè)特定主題的兩篇課文組成。課文A代表公共管理某個(gè)領(lǐng)域的研究成果或公共部門管理的經(jīng)驗(yàn),供教師和學(xué)員們課堂教學(xué)使用。課上討論圍繞一定的問(wèn)題展開(kāi),旨在提高M(jìn)PA學(xué)員用英語(yǔ)思考和分析公共管理領(lǐng)域問(wèn)題的能力。為了方便教學(xué),課文A后配有生詞和短語(yǔ)表、注釋(難句解析和參考譯文)。課后練習(xí)包括:重要新詞匯和短語(yǔ)使用、課文和課外短文閱讀理解、重點(diǎn)段落翻譯、理論與實(shí)踐相結(jié)合的命題作文,目的是加強(qiáng)學(xué)員對(duì)新知識(shí)的應(yīng)用能力、對(duì)課文和課外文章的閱讀理解能力、英漢翻譯能力和英語(yǔ)寫作能力。課文B主要反映這個(gè)領(lǐng)域或相關(guān)領(lǐng)域的觀點(diǎn),語(yǔ)言相對(duì)簡(jiǎn)單,供學(xué)員們課外自學(xué)使用。在全書(shū)后面配有總詞匯和短語(yǔ)表、課文A的參考譯文,供學(xué)員們自主學(xué)習(xí)使用。每學(xué)期18個(gè)教學(xué)周,每周2個(gè)學(xué)時(shí)(也可集中為9個(gè)教學(xué)周,每周4個(gè)學(xué)時(shí)),教師和學(xué)員們可在教學(xué)周內(nèi)完成12個(gè)單元的教學(xué),留下1周復(fù)習(xí)考試。教師們也可根據(jù)學(xué)員們的實(shí)際情況(英語(yǔ)基礎(chǔ)或研究興趣),選講其中的某些單元。 本教材可作為MPA學(xué)員的精讀或泛讀教材,也可作為大學(xué)相關(guān)學(xué)科本科生、研究生、公共管理領(lǐng)域研究者和公共管理人員的參考讀物。

Imagine how government would work if almost every operating decision——including the hiring and firing of individuals——were made on partisan political grounds; if many agencies spent their entire annual appropriations in the first three months of the fiscal year; if appropriations were made to agencies without anyone having formulated a spending and revenue budget for the jurisdiction as a whole; and if no agency or person in the executive branch had authority to oversee the activities of government agencies. This state of affairs was, in fact, the norm in the United States in the nineteenth century. That it sounds so chaotic and backward to us is due to the success of early twentieth-century reformers in influencing politics and administration at the city, state, and federal levels. As a result of their influence, most Americans take for granted that administrative decisions should be made in a businesslike manner, that the executive branch should be organized hierarchically, that most agency heads should be appointed by the chief executive, that the appropriations process should begin when the chief executive submits an overall budget to the legislature, that most positions should be staffed by qualified people, that materials should be purchased from responsible vendors based on objective criteria, and that systems of fiscal control and accountability should be reliable.
