內(nèi)容概要

　　《中國城市發(fā)展問題觀察》作為聯(lián)合國開發(fā)計(jì)劃署技術(shù)援助項(xiàng)目“二十一世紀(jì)城市規(guī)劃、管理和發(fā)展”的重要研究成果之一，《中國城市發(fā)展問題觀察》在肯定中國城市發(fā)展取得巨大成就的同時，也看到了當(dāng)前城市規(guī)劃、建設(shè)和管理中的不足，重點(diǎn)對自然資源短缺、人居環(huán)境惡化、公共安全危機(jī)、社會階層分化、形象工程泛濫、公共財(cái)政不足、公共政策失衡等7個方面的問題進(jìn)行了深入觀察，這些問題不僅嚴(yán)重制約著城市的可持續(xù)發(fā)展，還可能影響社會和諧與穩(wěn)定，甚至危及國民經(jīng)濟(jì)的安全運(yùn)行，應(yīng)該引起高度關(guān)注和警惕。為此，《中國城市發(fā)展問題觀察》對產(chǎn)生這些問題的背景及深層次原因進(jìn)行了分析，并從觀念、體制、政策、規(guī)劃、管理等角度提出了相關(guān)建議，以探尋解決問題的途徑和方法，具有較強(qiáng)的針對性、警示性、前瞻性和綜合性。
