版權(quán)頁：插圖：一、建立科學(xué)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整機(jī)制，促進(jìn)行業(yè)健康發(fā)展鼓勵企業(yè)兼并重組，形成“大而強(qiáng)”的龍頭企業(yè)和“專精特”的中小企業(yè)；在條件成熟行業(yè)或地區(qū)開展產(chǎn)業(yè)集聚地建設(shè)。完善部分“產(chǎn)能過剩”行業(yè)企業(yè)的市場退出機(jī)制；加強(qiáng)信貸管理，優(yōu)化金融資源配置，支持產(chǎn)業(yè)結(jié)構(gòu)調(diào)整。設(shè)立產(chǎn)業(yè)發(fā)展基金和產(chǎn)業(yè)化專項(xiàng)資金，重點(diǎn)支持高端裝備制造業(yè)；建立高端裝備制造業(yè)協(xié)調(diào)機(jī)制，研究制定高端裝備制造業(yè)相關(guān)政策。二、加大行業(yè)基礎(chǔ)與共性技術(shù)研究投入，不斷完善技術(shù)創(chuàng)新體系積極推進(jìn)新型科研院所改革試點(diǎn)，發(fā)揮轉(zhuǎn)制科研院所在基礎(chǔ)、共性技術(shù)研發(fā)體系中的作用；加強(qiáng)產(chǎn)品可靠性研究力度。加快建設(shè)一批帶動性強(qiáng)的國家級工程研究中心、工程技術(shù)研究中心、工程實(shí)驗(yàn)室等，提升企業(yè)產(chǎn)品開發(fā)、制造、試驗(yàn)、檢測能力。建立重大技術(shù)裝備試驗(yàn)基地（工程），通過（工程）實(shí)際運(yùn)行為發(fā)電設(shè)備和輸變電設(shè)備首臺（套）、關(guān)鍵輔機(jī)和配件提供驗(yàn)證。三、進(jìn)一步落實(shí)國產(chǎn)首臺（套）優(yōu)惠政策，鼓勵支持自主創(chuàng)新在某些國家重點(diǎn)工程以及一些地區(qū)工程項(xiàng)目中存在拒絕使用國產(chǎn)裝備的現(xiàn)象，為了解決這一問題，促進(jìn)國產(chǎn)裝備的實(shí)際應(yīng)用，以及更好地鼓勵國內(nèi)企業(yè)自主創(chuàng)新，對創(chuàng)新成果的實(shí)際應(yīng)用給予支持，建議有關(guān)部門進(jìn)一步落實(shí)國家關(guān)于使用國產(chǎn)首臺（套）重大裝備的優(yōu)惠政策。四、鼓勵企業(yè)向產(chǎn)業(yè)鏈的兩端延伸，培育生產(chǎn)性服務(wù)業(yè)目前電器工業(yè)的絕大多數(shù)企業(yè)都處于產(chǎn)業(yè)鏈的制造環(huán)節(jié)，基本屬于只向用戶提供產(chǎn)品的產(chǎn)品供應(yīng)商，同能夠提供成套設(shè)備、工程承包和系統(tǒng)服務(wù)的著名跨國公司相比還有很大差距，企業(yè)的盈利能力和經(jīng)濟(jì)效益也處于較低水平。因此發(fā)展制造服務(wù)業(yè)，向產(chǎn)業(yè)鏈兩端延伸，加速結(jié)構(gòu)調(diào)整，提高經(jīng)濟(jì)效益無疑是企業(yè)今后發(fā)展的一個方向。五、建立共性技術(shù)研究體系，加快人才培養(yǎng)力度（一）建立國家級電工共性技術(shù)研究開發(fā)機(jī)構(gòu)爭取國家部分投資，借助生產(chǎn)企業(yè)、科研院所和大專院校的一部分科技力量、資金和設(shè)施，建立電工創(chuàng)新技術(shù)聯(lián)盟，加強(qiáng)電氣領(lǐng)域應(yīng)用科學(xué)、共性技術(shù)及重點(diǎn)產(chǎn)品的研發(fā)，解決共性技術(shù)研發(fā)能力薄弱問題。
