前言

Various localities and departments conscientiously implemented the Communist Party's rural policies in the year according to the plan of the party Central Committee and the State Council, with increasing the fmners' income as the central task and pushing ahead the restructuring of agriculture and the rural economy as the key. They worked to deepen rural reform and strengthen the foundation status of agriculture. The result was a steady development of the agricultural sector, a remarkable progress in the strategic restructuring of agriculture and the rural economy, a rise in the farmers" income and rural social stability. The achievements did not come about easily especially when the nation was hit by extraordinarily severe droughts and other natural disasters. They were made possible because the whole party paid great attention to agriculture and boosting agricultural development; they were made possible because of the concerted efforts of the cadres and broad masses of people in rural areas.

《2002中國(guó)農(nóng)業(yè)發(fā)展報(bào)告(英)》由中華人民共和國(guó)農(nóng)業(yè)部編寫(xiě)。報(bào)告立足于新階段農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)發(fā)展的特點(diǎn)和中國(guó)加入世界貿(mào)易組織的新形勢(shì)，以農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)結(jié)構(gòu)的戰(zhàn)略性調(diào)整為重點(diǎn)，對(duì)2001年我國(guó)農(nóng)業(yè)發(fā)展的基本狀況、農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)政策的執(zhí)行情況、農(nóng)業(yè)發(fā)展與國(guó)民經(jīng)濟(jì)的關(guān)系進(jìn)行了全面回顧，并對(duì)2002年農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)發(fā)展的趨勢(shì)進(jìn)行了預(yù)測(cè)。
報(bào)告指出，2001年，各地和各部門(mén)按照黨中央、國(guó)務(wù)院的部署，以增加農(nóng)民收入為中心任務(wù)，以推進(jìn)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整為主線，農(nóng)業(yè)保持平穩(wěn)發(fā)展，農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整取得明顯成效，農(nóng)民收入實(shí)現(xiàn)恢復(fù)性增長(zhǎng)，農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)發(fā)展取得了新的成績(jī)。
報(bào)告預(yù)計(jì)，2002年我國(guó)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)將繼續(xù)平穩(wěn)發(fā)展。糧食生產(chǎn)將出現(xiàn)恢復(fù)性增長(zhǎng)；棉花面積和產(chǎn)量均低于上年，油料、糖料、蔬菜產(chǎn)量有所增加；畜牧業(yè)、漁業(yè)生產(chǎn)穩(wěn)步增長(zhǎng)。農(nóng)業(yè)生產(chǎn)結(jié)構(gòu)調(diào)整進(jìn)一步加快，優(yōu)質(zhì)專(zhuān)用農(nóng)產(chǎn)品生產(chǎn)比重繼續(xù)上升，主要農(nóng)作物繼續(xù)向優(yōu)勢(shì)產(chǎn)區(qū)集中。鄉(xiāng)鎮(zhèn)企業(yè)繼續(xù)呈現(xiàn)平穩(wěn)發(fā)展態(tài)勢(shì)。農(nóng)民收入仍將保持低速增長(zhǎng)，增長(zhǎng)速度可能大體維持在2001年的水平上。國(guó)內(nèi)主要農(nóng)產(chǎn)品繼續(xù)維持供大于求的格局，多數(shù)種植業(yè)產(chǎn)品價(jià)格將呈穩(wěn)中略降的走勢(shì)。

In 2001, various localities conscientiously carried out the decisions made at the Central Conference on Rural Work, with increasing the farmers' income as the central task and pushing ahead the restructuring of agriculture and the rural economy as the key. Agriculture and the rural economy maintained a momentum of steady and sound development despite extraordinary severe droughts and other natural disast.Marked progress was made in agricultural restructuring. In 2001, the added value of agriculture stood at l,461 billion RMB yuan, an increase of 2.8% over the previous year. The grain output dropped by 2.1% t0 452.64 million tons owingt.reduced acreage and droughts. The annual cotton output was 5.32 million tons, up 20.5%. The output of sugar-bearing crops increased by 13.4% t0 86.55 million tons but that of oil-bearing crops dropped by 3.0% t0 28.65 million tons. Vegetables increased fine varieties and their output continued to grow rapidly. A steady development was recorded in animal husbandry and fishery.The annual output of meat was 63.34 million tons,up 3.4%: that of eggs 23.37 million tons, up 4.2%;and that of dairy products 11.23 million tons, up 22.2%. Aquatic products reached 43.81 milliontons, up 2.4%. Led by market demand, various localities paid great attention to optimization of product varieties, quality and production layout.with high quality and special-purpose agricultural products growing in proportion and the production of major farm crops being concentrated in areas suitable for their growth.
