海警英語(yǔ)

前言

　　21世紀(jì)是海洋世紀(jì)。國(guó)際社會(huì)普遍以全新的目光關(guān)注和重視海洋，世界沿?；蚝Ｑ髧?guó)家對(duì)各自管轄的海域加大了管控的力度，利用軍事性的、準(zhǔn)軍事性的或非軍事性的海警力量履行海上巡邏監(jiān)管和執(zhí)勤執(zhí)法職責(zé)，維護(hù)其海洋權(quán)益，預(yù)防和打擊各種海上違法犯罪活動(dòng)。鑒于海上警務(wù)活動(dòng)的涉外性、復(fù)雜性及其實(shí)際需要，海警使用外語(yǔ)進(jìn)行維權(quán)、執(zhí)法和服務(wù)的能力也日益引起相關(guān)國(guó)家的高度重視，海警外語(yǔ)教育培訓(xùn)已成為各沿海或海洋國(guó)家的普遍實(shí)踐。隨著我國(guó)在國(guó)際上的影響力不斷增大，我國(guó)海警部隊(duì)的建設(shè)和發(fā)展也必須適應(yīng)時(shí)代的變化，加快走向世界的步伐。學(xué)習(xí)外語(yǔ)，學(xué)好外語(yǔ)是汲取世界先進(jìn)文化營(yíng)養(yǎng)，跟蹤世界海警變革前沿動(dòng)態(tài)，借鑒別國(guó)特別是軍事強(qiáng)國(guó)海警建設(shè)經(jīng)驗(yàn)的一條重要途徑之一，對(duì)于我們開(kāi)闊視野、增長(zhǎng)見(jiàn)識(shí)、啟迪思維、激發(fā)創(chuàng)新，全面提高海警部隊(duì)官兵的綜合素質(zhì)，具有不可替代的作用。

　　The Japan Coast Guard （JCG）, formerly the Maritime Safety Agency, is a government organization founded on May 1st, 1948, modeled after the organization of the United States Coast Guard established in 1790. Comprising about 12,500 personnel, JCG is under the oversight of the Ministry of Land, Infrastructure, Transport and Tourism, and is responsible for the protection of the coastlines of Japan.　　The duty of the JCG is to ensure security and safety at sea. Ever since its established, the JCG has been engaged day and night in a variety of activities, including maritime safety operations, search and rescue operations, criminal investigations, marine environment preservation, disaster mitigation, marine research, hydrographic and oceanographic activities, maintenance and operation of aids to navigation, while strengthening and improving its structure, human resources and equipment. To the day of April 1,2009, the JCG has been equipped with 455 vessels and craft of all types and 73 aircraft.　　Headquartered in Tokyo, the JCG is divided into five departments of Administration, Equipment and Technology, Guard and Rescue, Hydrographic and Oceanographic, and Maritime Traffic. And it has divided the nation into eleven regions to facilitate its coast guard operations. Each region maintains a Regional Coast Guard Headquarters, under which there are various Coast Guard Offices, Coast Guard Stations, Air Stations, Hydrographic Observatory, and Traffic Advisory Service Centers.
