November 2032. Joe Benton has just been elected the forty-eighth president of the United States. 施國(guó)英，女，1965年生于上海，1987年畢業(yè)于上海師范大學(xué)中文系，獲文學(xué)士學(xué)位。曾任某劇團(tuán)掛名編劇3個(gè)月，后任《文匯報(bào)》副刊編輯直至赴澳。
1989年底抵達(dá)澳洲，曾任《自立快報(bào)》副刊主編，《華聯(lián)》雜志特邀總編，新南威爾斯州華文作家協(xié)會(huì)會(huì)長(zhǎng)等職?，F(xiàn)為自由撰稿人，掛名大洋洲文聯(lián)理事長(zhǎng)。
從中學(xué)時(shí)代即開始文學(xué)創(chuàng)作，20世紀(jì)80年代中參加大陸先鋒派詩(shī)歌運(yùn)動(dòng)，用筆名方也向地下詩(shī)刊投稿。迄今已發(fā)表中短篇小說(shuō)，詩(shī)歌，散文，文學(xué)評(píng)論等約70萬(wàn)字。赴澳前作品散見(jiàn)于《萌芽》《上海文學(xué)》《上海文論》《文學(xué)角》《人間》《百家》《詩(shī)刊》《青年作家》《書林》《文匯報(bào)》《文藝報(bào)》《文學(xué)報(bào)》《詩(shī)歌報(bào)》《上海青年報(bào)》《聯(lián)合時(shí)報(bào)》，香港《明報(bào)》等，并參與編撰《中國(guó)現(xiàn)代散文欣賞詞典》（漢語(yǔ)大詞典出版社）抵澳初期主要在中港臺(tái)發(fā)表，作品散見(jiàn)于大陸《小說(shuō)界.》,《作家》，臺(tái)灣《中央日?qǐng)?bào)》《聯(lián)合報(bào)》《中華日?qǐng)?bào)》《新生報(bào)》，香港《九十年代》《開放》《百姓》《香港文學(xué)》等處，1993年起為澳洲多家華文報(bào)刊寫稿，1994年以一篇比較中西性文化隨筆引起大爭(zhēng)論。有少量作品被譯成英文，有多篇作品被收入各種選集，個(gè)人專集有《午后陽(yáng)光》（香港大世界出版社）
1997年8月，悉尼大學(xué)原亞洲學(xué)院院長(zhǎng)Mabel Lee教授向在荷蘭萊頓大學(xué)召開的15屆世界比較文學(xué)年會(huì)提交了題為《華人作家：崛起于澳大利亞文學(xué)的新聲》（Chinese Writers: Emergence of New Voices in Australian Literature）的論文，其中有專節(jié)評(píng)介施國(guó)英的文學(xué)創(chuàng)作。中國(guó)汕頭大學(xué)撰寫的《海外華文文學(xué)史》第3卷也有對(duì)其系統(tǒng)性的學(xué)術(shù)評(píng)論。
